2nd Stakeholder’s Workshop

Paola, MALTA- 9th November 2017.

For this second edition we propose a methodology that is called “backcasting”. Backcasting is a method that involves working backwards from a particular desired future end-point or set of goals to the present, in order to determine the physical feasibility of that future and the (policy) measures that would be required to reach that point (Robinson, 2003) . The sessions will include actions to be executed to reach the goals using several inputs from various actors, tested with a strategy view. The backcasting methodology will help to:
– test how effective/robust certain actions or policy measures are
– evaluate the plausibility of the storylines
– identify ultimately a number of (policy) actions that will lead to a more desirable future

Morning Session

9:00 Arrival and registration
  • Welcoming address and presentation of FOWARIM Project – updating and first outcomes (M. Borg -MCAST)
  • Short presentation on the results from the first workshop and the open consultation (D. D’Agostino – CIHEAM – Bari)
  • Presentation on the program of the day; explanation of general setup of backcasting exercise (D. D’Agostino – CIHEAM – Bari)
  • Discussion – insight questions, doubts

11:00 Group formation: each group has to include a minimum of 5 person. (Facilitators: D. D’Agostino, V. Belsanti – CIHEAM – Bari)
  • Identification of the future goals: to reach or to avoid.
  • Timeline:Identification of obstacles and opportunities.
13:00 Lunch

Afternoon session

14:00 Continued (timeline):
  • Identification of Sectors, Actors and Factors that influence goal.
  • Definition of milestones and interim objectives.
15:30 Coffee break
16:00 Continued (timeline):
  • Identification of (policy) actions that need to be taken.

Draw time trends of important indicators: how some of the indicators will change.


  • Presentation by each group of timelines and time trends.
  • Discussion on timeline of each group for finding similarities, identifying any actions that are in all timelines, identifying what are the robust solutions, identifying major differences; plan future activities.

Facilitators from CIHEAM-IAMB Mediterranean Agronomic Institute of Bari (IT)

Daniela R. D’Agostino, Ph. D.

She is a scientific consultant and researcher at IAMB since 2005. She holds a degree in Forest and Environmental Sciences and a Ph. D. in Agro-Forestry and Environment Engineering. Her research interests include surface hydrologic modelling at catchment and regional scale; water resource management and agricultural water needs; semi-quantitative modelling for the analysis and management of qualitative data in the participatory and stakeholders driven processes; elaboration, management, and analysis of cartographic data using GIS techniques; statistical analysis and management of climatic data. She teaches Application of GIS in land and water resource management at the Land and Water Resources Management master course of IAMB and has co-supervised at IAMB 8 master students. She has a decennial working experience in numerous national and international projects on integrated water resources management, impacts of climate changes, sustainable irrigation management, and she collaborated in multiple capacity building activities. She has authored and co-authored 12 publications in national and international refereed journals, 10 conference proceedings, 9 chapters in books.

Virginia Belsanti

She is a project contract officer at CIHEAM Bari since 2002. Degree in Political Science, Economics-International specialization (Uni Bari), MA in Diplomatic Studies (London), Post-graduate Diploma in Management of Local Development (ILO), Certificate in Partnership Brokerage (TPI London), Certificate in Writing in the Sciences (Stanford). She is an expert in EU project and policy planning, covering different aspects from partnership brokerage, project design to content definition and administrative management. She has  been involved in a variety of activities related to training, research and cooperation  in the areas of poverty and rural development, innovation systems, management of local development, policy and institutional frameworks for sustainable development promotion; research cooperation, multi stakeholder dialogue promotion. She has a 15-year experience of training design and research tutoring.
